Law enforcement personnel used the video surveillance system for backtracking, reviewed more than 300 hours of drilling construction video records of multiple laneways and multiple periods, identified key and suspicious videos frame by frame, combined with personnel location monitoring and other systems for repeated analysis and judgment, and finally confirmed that the mine in October 2024 when the construction of anti-sudden extraction drilling, Artificially moving the methane sensor located on the downwind side of the drilling rig to the upwind side may cause that the gas released during drilling construction cannot be timely monitored, and the alarm and power failure cannot be realized when the limit is exceeded, which is easy to cause suffocation or explosion accidents. This behavior reflects that the safety education of the employees in the coal mine is not in place, and the employees do not realize the serious consequences that may be caused by illegal removal of methane sensors; The daily safety management of the mine is superficial, and the illegal behavior of removing methane sensors by practitioners is not found in time. The above acts of the mine violated the "Regulations on Coal mine safety production" article 36, item 11, according to the "Regulations on Coal mine safety production" Article 64 and other provisions, ordered the mine to stop production for rectification, and imposed economic penalties on the coal mine and relevant responsible persons, suspected of criminal issues transferred to the judicial organs according to law.
Case 2: In January 2025, law enforcement personnel of Shaanxi Bureau of the State Administration of Mine Safety conducted law enforcement inspection on a coal mine in Huangling County, Yan 'an City, Shaanxi Province, and found that the mine ventilation system renovation project had not been completed by consulting mine production scheduling records, district team pre-meeting records, video surveillance system, safety monitoring system, etc. Fully mechanized mining face was arranged in the ventilation system renovation area and production was organized. The system is not perfect, that is, the organization of production, once the accident is easy to cause the expansion of disasters. This behavior reflects that the concept of rule of law in coal mines is not strong, the ideological understanding is not in place, the risk of organizing production in the reconstruction and expansion of coal mines is insufficient, the responsibility of the main person in charge of safety production is disappointed, and the organization of production operations in violation of laws and regulations. Case 3: In March 2025, law enforcement personnel of the Shanxi Bureau of the State Administration of Mine Safety inspected a coal mine in Qinyuan County, Changzhi City, Shanxi Province, and found that abnormal production conditions existed in the mine. Case 4: In March 25th, when the undercover investigation team of the State Administration of Mine Safety and the law enforcement personnel of the Yunnan Bureau conducted a law enforcement inspection on a coal mine in Fuyuan County, Qujing City, Yunnan Province, they found that there was a series ventilation between the excavation face and the coal face under construction in the mine. Law enforcement personnel carefully analyzed the design of the mining area and the ventilation system of the mining area, conducted an in-depth study on whether the two working faces met the conditions of series ventilation, and finally confirmed that the coal mine illegally connected the return air of the driving face to the mining face in series. This behavior reflects the weak awareness of coal mine safety risks, the lack of awareness of the dangers of illegal series ventilation, and the inadequate learning of regulations such as "thirty ventilation articles" and "Coal mine safety Regulations".
