In order to implement the "Ministry of Natural Resources, Ministry of Ecology and Environment, Ministry of Finance, State Administration for Market Supervision and Administration, State Financial Supervision and Administration, China Securities Regulatory Commission, State Forestry and Grassland Administration on Further Strengthening the Construction of Green Mines" (Natural Resources Regulation (2024) No. 1) and accelerate the green and low-carbon transformation of the mining industry, To comprehensively promote the construction of green mines, the Ministry decided to carry out the selection of a new batch of national-level green mines. The details of the notice are as follows:
1. Basic requirements for selection and recommendation
(1) Recommended scope. In the provincial green mine, it achieves scientific mining methods, efficient resource utilization, ecological mining environment, standardized enterprise management, and harmonious mining community, meeting the requirements of "national green mine construction evaluation index", and is an independent mining enterprise with outstanding performance.
(2) Recommended quantity. The provincial natural resources authorities shall select and recommend no more than 25 non-oil and gas mines and no more than 10 oil and gas mines on the basis of no more than half of the total number of provincial green mines in the province.
2. Selection and recommendation procedures
(1) Fill in the application online. Each provincial natural resources department shall organize the mining enterprises to be recommended to log in to the National Green Mine List Management Information System (hereinafter referred to as the directory system), upload the self-assessment report and image data, and fill in the relevant information. The national green mine selection and recommendation work will no longer be repeated arrangements for third-party evaluation, and provincial natural resources authorities can upload materials such as the original provincial green mine third-party evaluation report of the proposed mine through the directory system.
(2) Verification and confirmation. The provincial natural resources authorities organize experts in relevant fields to carry out field verification of all proposed mines (except provincial green mines that have been evaluated and stored in accordance with the evaluation indicators specified in the Natural Resources Regulation (2024) 1 document), and fill in the scoring table of the national green mine construction evaluation indicators to be recommended (see Annex 3 of the natural Resources Regulation (2024) 1 document). Clear conclusions, after the publicity of no objections, the qualified mines will be recommended to the Ministry of Natural Resources through the directory system.
The Ministry of Natural Resources will, together with relevant departments, organize experts to carry out technical review and demonstration of the recommended materials, carry out on-site verification of the recommended mines in various places according to a certain proportion, and carry out key verification of the mines with doubts or substandard construction conditions, and the verification will be notified in an appropriate manner. After the demonstration is passed, the list of recommended mines will be publicized on the portal website of the Ministry of Natural Resources, and if there is no objection during the publicity period, the list of national green mines will be announced.
